Preventing Falling-Container Incidents During Barge Bunkering and Simultaneous Operations
In this resource, Jim Peschel of The Vane Brothers Company examines the risks created when container handling occurs simultaneously with bunkering, LNG transfer, or vessel-emission capture operations. Case studies demonstrate how falling containers and equipment can injure personnel, damage barges and tugboats, cause oil or LNG releases, and interrupt operations. The presentation emphasizes advance communication among vessels, terminals, and shoreside personnel; near-miss reporting; crew education; and meaningful stop-work authority. It also recommends developing consistent national guidance based on existing harbor safety plans for Puget Sound and the Ports of Los Angeles and Long Beach. Companies can use this information to strengthen simultaneous operations (SIMOPS) procedures and reduce falling-object risks during barge operations.
