The template forms and other documents copied below were developed
to assist AWO members in complying with the inspection and
recordkeeping requirements of the U.S. Environmental Protection
Agency’s (EPA) Vessel General Permit (VGP).
These downloadable sample forms and documents can be customized by
AWO members to use in developing their own means of recording
inspections and other information required under the VGP.
The template forms have not been reviewed or approved by EPA and do
not represent any consensus or industry standard regarding how
recordkeeping should be done. Companies are under no obligation to
use these forms; each must decide what manner of recordkeeping best
helps it to meet the requirements of the VGP.
Inspection and recordkeeping requirements are contained in sections
4.1 and 4.2 of the VGP. The VGP provides that required records must
be maintained on paper or electronically onboard the barge or
accompanying towing vessel. AWO is working to secure EPA
clarification that records may be kept at a shoreside location as
long as they can be transmitted electronically to EPA upon request.
The agency is still reviewing AWO's request.
